Renters' Rights Act 2025

What has changed for landlords

A neutral summary for landlords in England. Not legal advice; we will talk you through how it applies to your home.

Periodic tenancies replace fixed terms
New and existing assured shorthold tenancies become rolling periodic assured tenancies. Tenants can end a tenancy with two months' notice; landlords must rely on a specified possession ground.
Section 21 "no-fault" evictions are abolished
Landlords can no longer end a tenancy without a reason. Expanded Section 8 grounds cover selling the home, moving in yourself or a family member, and rent arrears, with notice periods set out in the Act.
Rent increases once a year, by Section 13 notice
Rent can be increased once a year to market level using the statutory notice. Tenants can challenge increases at the First-tier Tribunal. Rent review clauses in tenancy agreements no longer apply.
A private rented sector database and ombudsman
Landlords must register themselves and their properties on a new database, and join a landlord ombudsman scheme, as these are introduced.
No rental bidding, limited rent in advance
Homes must be advertised at a stated rent, and agents and landlords cannot invite or accept offers above it. Rent in advance is limited to one month once a tenancy is agreed.
Pets, discrimination and the Decent Homes Standard
Tenants can ask to keep a pet and landlords cannot unreasonably refuse. It is unlawful to refuse tenants because they receive benefits or have children. A Decent Homes Standard is being extended to private rented homes.
